Licence Condition
By 1 November 2017, the Licensee must submit to the EPA a Water Management Assessment Report for the Premises prepared by an independent and suitably qualified expert.
The Water Management Assessment must include a site water and leachate balance for all catchments at the Premises, including: 1. a diagram or map with the area (m2) of each catchment; 2. flow paths of stormwater and leachate; and 3. calculation of runoff volume from each catchment. This should be prepared with reference to the Environmental Guidelines : Solid Waste Landfills, Second Edition 2016. The design criteria of existing safeguards including clear identification of the design storage capacity must be covered. Description of additional safeguards must also be proposed that may be implemented should the storage limits be exceeded because of external factors (e.g increased green waste resulting from severe weather). A trigger reporting process to identify early warning when Leachate is likely to be discharged from the premises must be included in these safeguards, and must be implemented following the studies completion.
The Water Management Assessment must assess the impacts of stormwater discharges from the Premises including: 1. A characterisation of the water quality of any discharges from the Premises to surface waters with reference to environmental criteria including the Australian and New Zealand Guidelines for Fresh and Marine Water Quality (ANZECC) 2000; 2. Details and sampling of potential contaminants of concern that may leach from waste into the water that may be discharged; and 3. Sufficient sampling to capture the full variability of water quality discharged from the Premises, including typical to worst case scenarios, and be representative of the range of operational process which would materially impact water discharged.
The Water Management Assessment must review and/or propose mitigation measures to manage stormwater impacts, including: 1. measures to minimise contamination of stormwater, including at-source controls; 2. collection and treatment of contaminated stormwater runoff; 3. diversion of uncontaminated stormwater; 4. sediment and erosion controls; and 5. based on the stormwater characterisation in the condition above, propose an ongoing stormwater discharge monitoring programme.
Assessment of Leachate Collection In addition to this report, the Licensee shall undertake a risk assessment and review of the leachate collection systems at the premises and submit findings to the NSW EPA by 10 December 2017. The risk assessment shall review : 1. leachate generation from all waste storage and processing areas; 2. adequacy of the capacity of available leachate storage; and 3. leachate characterisation and monitoring.
